Getting Your Driver's License in Rotterdam
Rotterdam is a city of wide avenues, imposing bridges and busy port areas. If you get your driver's license here, you learn to drive on roads that are very different from most other Dutch cities. From tunnels to highway on-ramps: Rotterdam prepares you for a wide variety of traffic situations.
Getting your driver's license in Rotterdam
Rotterdam is the second-largest city in the Netherlands after Amsterdam and has a very distinctive character when it comes to traffic and infrastructure. The city was largely rebuilt after World War II, resulting in wide boulevards, modern traffic squares and a clear road structure. That may sound like an advantage for beginning drivers, but don't be mistaken: Rotterdam also has busy junctions, tunnels and bridges that require specific skills. The port area to the west of the city generates a lot of heavy traffic on the main roads, and the combination of passenger cars, trucks and public transport makes traffic dynamic and sometimes unpredictable. It's precisely this variety that makes Rotterdam a good city to get your driver's license. You learn not only basic skills here, but also how to handle more complex situations such as driving through tunnels, crossing bridges and navigating through areas with heavy traffic.
Most driving schools in Rotterdam teach in neighborhoods like Kralingen, Hillegersberg, Lombardijen and the Zuiderpark area. These neighborhoods offer a good mix of residential streets, main roads and intersections with traffic lights. As you progress, the lessons expand to busy traffic points like the Coolsingel, the Hofplein and the roads toward the Maastunnel. It's wise to also practice during evening hours and rush hour, so you learn to deal with busy traffic and limited visibility. Rotterdam also has an extensive tram network and multiple bus lines, so you must always be alert to public transport crossing your path. The Rotterdam weather also plays a role: due to the proximity of the North Sea, it can be quite windy, which especially on bridges and open roads affects your driving behavior.
CBR exam routes in Rotterdam
The CBR exam for Rotterdam is administered from the CBR office in Barendrecht, just south of the city. The exam routes go through various parts of Rotterdam and the immediate surroundings. A typical route may start in Barendrecht, go via the A29 or N3 toward Rotterdam-Zuid, and then lead through neighborhoods like Charlois, IJsselmonde or Lombardijen. On these routes, you encounter a wide range of traffic situations: from quiet residential neighborhoods with 30 km/h zones to busy main roads with multiple lanes. An important part of many exam routes is driving over or through one of Rotterdam's river crossings. The Van Brienenoordbrug, the Willemsbrug or the Erasmusbrug can be part of your route, and each of these bridges has its own challenges regarding merging and lane changes. Some routes also go through Rotterdam's center, where you deal with tram rails, one-way traffic and busy intersections. The examiner assesses how you handle right-of-way situations, whether you look sufficiently when changing lanes and how you react to unexpected situations. It's important not only to know the traffic rules, but also to show confidence when merging on busy roads.
Roads to avoid as a beginner
Rotterdam has a number of roads that can be quite challenging for beginning drivers. These are roads with high speeds, complex traffic situations or limited visibility. While you will eventually need to master these roads, it's wise to only drive on them once you have the basic skills well under control. Discuss with your driving instructor when you're ready. Especially the tunnels in Rotterdam require specific skills: your eyes need to adjust to the light transition, you need to adjust your speed and you must be prepared for traffic jams that suddenly form at tunnel entrances. Also keep in mind that overtaking is not permitted in tunnels and you should keep extra distance.
- Erasmusbrug and surroundings — The on-ramp to the Erasmusbrug requires quick merging on a busy multi-lane road. Wind on the bridge can be strong and traffic moves at high speed. On both sides are complex traffic squares where multiple roads converge.
- Maastunnel (entrance) — The Maastunnel is a narrow, old tunnel with a sharp descent at the entrance. The light contrast between outside and inside is significant, and traffic can suddenly slow down. For beginners, this is a stressful situation.
- Coolsingel — The Coolsingel is the heart of Rotterdam and combines trams, buses, cyclists and pedestrians on a relatively narrow road. There are many traffic lights close together, and changing lanes is difficult due to the busy traffic.

You can only visit by appointment, so plan your visit in advance via the municipality of Rotterdam's website or call 14 010. After the application, your driver's license is usually ready for pickup within five business days. An express option is also available at extra cost, which can have your driver's license ready the next business day. The city hall at the Coolsingel is easily accessible by public transport: Metro station Beurs is within walking distance, and several tram lines stop nearby. Nearby CBR office
The CBR office for the Rotterdam region is located in Barendrecht, a municipality directly adjacent to Rotterdam-Zuid. From Rotterdam's center, you can drive there in about fifteen to twenty minutes via the A15 or local roads through IJsselmonde. By public transport, you can take the metro to Zuidplein station and from there take a bus to Barendrecht. The CBR office has sufficient parking, which is convenient if your driving instructor brings you in the lesson car. Plan your journey well in advance, because during morning rush hour, traffic on the A15 and around Zuidplein can be significantly congested.
